Shanghai in the first half of the Twentieth Century was often dubbed as “the most violent city in the world”. With a thriving commercial community, and a cosmopolitan population of millions, Shanghai was constantly at war with itself addressing day to day (and the more sinister organised) crime, terrorist activities, refugees from war-torn areas of China, and general troublemakers passing through the port. To counteract all of the transgressions, the International Settlement relied upon the Shanghai Municipal Police (SMP). This highly trained multi-race Police Force fought crime throughout the commercial and residential areas of the settlement, and the teeming back-alleys and shanty’s where thousands lived in squalor. Arguably the most famous SMP Officer was an Englishman, William Fairbairn.
